AHPT 864: Health Policy and Administration
               
Prerequisite: AHPT 830 or permission of the Department
               
Credit Hours: (3)


Health Policy and Administration reviews the development of the current healthcare system and examines forces that impact healthcare delivery. An emphasis is placed on leadership and management styles as related to the healthcare indsutry including communications, group dynamics, program development, ethical and legal issues. Healthcare leadership and management issues are explored at both the individual and population health settings. Teaching methods used will include lecture, in-class discussions, student article analysis, presentations, and individual assignments.

Detailed Description of Course

Health Policy and Administration reviews the development of the current healthcare system and examines forces that impact healthcare delivery. An emphasis is placed on leadership and management styles as related to the healthcare indsutry including communications, group dynamics, program development, ethical and legal issues. Healthcare leadership and management issues are explored at both the individual and population health settings. Teaching methods used will include lecture, in-class discussions, student article analysis, presentations, and individual assignments.
    

Detailed Description of Conduct of Course

Course content may be presented through class lectures, expert presentations, small group discussions, written assignments, case study analysis, and student presentations.


Goals and Objectives of this Course

Will require students to:

1) Review and integrate the physical therapy literature as an informed consumer;

2) Identify and diagram the chain of command within an organization, understanding supervisory and personnel management processes;

3) Discuss and analyze the basic models of healthcare as they relate to the practice of physical therapy;

4) Discuss and evaluate the use of ethical decision-making and delegation of appropriate support personnel with the delivery of physical therapy services;

5) Integrate a patient's/ client's involvement (e.g. values, cultural influences, and healthcare beliefs, in ethical decision making and care plan implementation);

6) Discuss and integrate  the roles and responsibilities of practitioners with the healthcare system;

7) Describe necessary leadership skills for coordinating and managing care including the role of program director, clinical instructor, and entrepreneur;

8) Describe and analyze various reimbursement guidelines and practices that affect the practice of physical therapy, including coding and application of ICD-9 codes through utilization management and claims review;

9) Identify and plan staffing patterns considering mission, client mix, available resources, and productivity expectations;

10) Discuss  and assess the use of LAMP model (leadership, administration, management, and professional practice) as identified through the Administration Section of the APTA;

11) Organize  and manage workloads and assignments within a team of healthcare providers;

12) Examine the need for communication and teamwork within all departments of the work environment;

13) Analyze cost effective services, outcome assessments and evaluations for patient care and fiscal management;

14) assess the effects of resource limitations including reimbursement limitations on patient care outcomes;

15) Evaluate whether functional outcomes have been met in the delivery of clinical services;

16) Interpret and analyze data collected and determine cost effective means to meet individual, group, facility, and community needs;

17) Justify the implementation of  health promotion  and wellness programs based upon cost-effectiveness, available resources, treatment efficacy, and prevalence of disease/disability in population demographics;

18) Discuss relevant legal and ethical issues that will affect the practice of physical therapy in the current and future healthcare environments;

19) As a group project, write and present a business plan for an assigned physical therapy environment including developing, implementing, and evaluating a marketing and public relations plan;

20) Describe the use and application of a needs analysis to identify customers, location options, and business niches through service delivery and consultation;

21) Prepare a  resume to be used for job interviews and identify references to be used for the application process;

22) Self-assess personal strengths and weaknesses prior to an interview; 

23) Review a plan of care for a patient that adheres to the policies and procedures of the facility in which care is being provided and determine if the care given meets those policies and standards;

24) Examine the need to provide consultation and pro bono services to those within the community (individuals, business, and schools) as part of a marketing strategy; 

25) Demonstrate ways to become more socially responsible and interactive within community organizations and activities, and within professional organizations through service and membership; 

26) Attend a local APTA sponsored event and present the meeting agenda to the class;

27) Identify roles of CAPTE, JACHO, OSHA, CARF, and HIPAA in the workplace;

28) Create a personalized letter of introduction for an employer.
