I. Course Title: IEP, Assessment and Program Planning for Adapted Curriculum

II. Course Number: EDSP 664

III. Credit Hours: 3 credits

IV. Prerequisites: Permission of instructor.

V. Course Description: This course is designed to develop knowledge and skills about best special education practice in assessment and evaluation, and Individualized Education Program (IEP) and program planning for those preparing to teach K-12 students with disabilities in the adapted curriculum. Field experience required.

VI. Detailed Description of Content of the Course:

This is an advanced level course in the Special Education, Adapted Curriculum licensure course sequence. It requires prerequisite knowledge and skills in the discipline. This course is designed to develop or enhance knowledge and skills about best special education practice in assessment and evaluation, and IEP and program development for those preparing to teach K-12 students with disabilities in the adapted curriculum. Four major components will be addressed. Understanding the process of initial diagnosis and evaluation for establishing/maintaining eligibility for services and identifying needed supports and services; using a variety of assessment tools to create a strong foundation for the IEP; developing a meaningful IEP that includes educationally relevant functional and academic goals, and identifying needed specially designed instruction, accommodations, and assistive technology; and using a variety of assessment tools to evaluate student progress for the IEP, the VAAP, and other state and national assessment mandates. 

VI. Detailed Description of Conduct of Course:

  1. Lectures and demonstrations
  2. Discussion and participation during synchronous class sessions and asynchronous course activities.
  3. Video and other media supports
  4. Small and large group class activities
  5. Hands-on interaction and application of assessment strategies with a student with severe disabilities
  6. Written reports
  7. Other assignments

VII. Goals and Objectives of the Course:

Goals, objectives, and assignments in this class address the Virginia Department of Education regulations for preparing educators and the Council for Exceptional Children (CEC) Initial Preparation Standards and Specialty Set Knowledge and Skills Items. Specialty sets included in this course cover competencies for the Individualized Independence Curriculum. 

Upon successful completion of this course, participant will be able to:

  1. Locate, read and interpret important evaluation reports, assessment data, and IEP documents that comprise a student's cumulative and confidential files, and explain their role in shaping a student's educational history and decision-making regarding the IEP including the eligibility label or labels under which the student receives services, the determination of special education services, related services, and supplementary aids and services, the decision to be assessed in the adapted curriculum rather than general curriculum, and the placement decision. 
  2. Effectively use essential components of the assessment process - record review, interview, observation, and systematic structured interactions using task analysis and routine-based and curriculum-based assessment strategies - to gather information and describe in detail the needs and present level of functional and academic performance for a student with severe disabilities.
  3. Effectively use essential components of the assessment process for students with severe disabilities to gather data to determine starting points, and assess progress in instruction in reading, writing, mathematics, social studies and science.
  4. Create and evaluate high-impact, meaningful goals for a target student in the adapted curriculum which enable academic learning, address educationally relevant self-care and self-management needs, enhance communication competence, and which reflect the student's chronological age, and the concerns and priorities expressed by family members and the individual. 

VIII. Assessment Measures:

Assessment measures may include, but are not limited to:

  • Class participation
  • Record review and assessment history analysis assignment
  • Target student assessments including task analysis, and routine-based and curriculum-based assessment strategies
  • IEP development
